Twitter live streaming is based on the Periscope service. The following will help you improve your streaming quality to Twitter:

Open the Periscope Producer settings page at: https://www.periscope.tv/account/producer

Identify the Loola Source settings and check the "Low Latency" checkbox:

Next, click Edit Region and make sure that US East is selected - regardless of your current location (this makes it closest to the Loola servers).
